The patrol ladies patrol the streets of the city, collecting sperm from boys who have committed sexual misconduct due to the excessive sexual desire typical of adolescence, in order to rehabilitate them. Controlling desire is the first step towards true freedom. A bright future in which young people can thrive may not be possible without the existence of these patrol ladies.
